Not much is known about Phil's time before he joined the franchise, though it's stated he's been a fan of the bots since his childhood, particularly Foxy the Pirate. As soon as he got the job as a waiter there, he enjoyed every minute of the experience, working with his favorite characters and enjoying their songs and routines every day. He even did repair and maintenance on the bots whenever he could.
Then came the first missing child, reported missing in the summer of 1983. Though the body was never found, Phil reported seeing a man wearing a uniform and a young voice gasp in the back of the restaurant. Fredbear's business took a massive blow and threaten to shut down, taking with them the amazing animatronics and their joy with them. It was a devastating event for Gray and he set out to find who was the killer, even if he was a teenager. By 1986, the restaurant was practically left to rot as fewer clients crossed through those doors and four more children disappeared...It was then then that Phil noted some problems with the animatronics' behaviors, and their propensity to lash out to adults.
On November 1986, Fazbear Entertainment saw the animatronic as a viable business venture and bought Fredbear Family Diner. As part of the reconstruction and restructuring, the old animatronics (who reeked of death and ruined childhoods) were salvaged and discarded in favor of the new ones. Phillip, of course, took the mantle as waiter and day-shift employee, taking care of the old bots and making sure the night shift was properly informed. As much as Phil liked the new Toy versions, only the Marionette creeped him out, as it made him feel uncomfortable and reminded the young man of the first victim.
During the first guard's shift, more children disappeared and the new and improved animatronics began to have problems, staring into adults as if to threaten them . Due to evidence of tampering, this first guard was let go (on less than friendly terms it seemed) and one Jeremy Fitzgerald took over as a part-time job. Phil was happy to inform and educate Jeremy, but carefully guarded the truth about Fredbear's Diner and the previous disappearances. He was also quick to assure the new guard that the new animatronics were equipped with a criminal database and face recognition, but that was mostly to himself. As each night progressed, it became evident that the previous guard had done more than tamper with the newer machines as more children began to disappear. By the time the new pizzeria closed down, Phil had to accept the night shift, not just as a way to keep the peace between the animatronics but also use his daytime hours to find the real killer. He never lived down the events now referred to as the Bite of '87 and what happened to Jeremy, and begged the company not to destroy the bots...all except the Marionette. Though he suspected that the Marionette had been haunted by the first dead child, there was nothing left of the innocent and in its' place was something twisted and malicious. Phillip vowed no one else would ever suffer the fate it had imposed onto the other victims.
Five years later, any ingenue traits Phil had died and his voice had become worn and exhausted from surviving night after night in Freddy Fazbear Pizzeria and escaping the Puppet's influence on the restaurant. By the time Mike Schmidt came to work, he was hoping to finally call it quits and report Fazbear Entertainment Inc to the authorities. His retirement would never come as one night, he kept the right door closed one second too long and Foxy drained all the power. Facing death with dignity, Phil simply said, "Oh no" and was taken away, presumably stuffed into an animatronic.
Presentation:
Phillip Gray is about as average (brown short hair, brown eyes) as one can get, being the average American in the late 1980. Though he can be considered slightly handsome underneath the scars brought on from his resurrection and previous work experience in Freddy Fazbear's Pizzeria. Since his physical appearance is never shown only discussed, only his voice, one can infer he's in his thirties, with a slight Midwest accent, a la Fargo. He's been working at the Pizzeria since 1987, up until his death in 1993, so he'll probably be a good guy to have in Eighties and Nineties Trivia Night at the local bar. He has developed a sort of sleeping disorder and anxiety in which he could fall asleep at any given moment during the day while barely catching a wink during the night. Loud noises and roars are easy ways to both scare him and piss him off.
Though not quite heroic, the man does have a sense of decency and approachability that can appeal to the common Panem citizen and therefore, sponsor bait. His voice can be used for good, as he did warning Mike and Jeremy Fitzgerald, or to cover up, as he did to hide the murders from public knowledge. His laid-back attitude is also how he got along during his time in the Pizzeria, making sure the management didn't fire him or worse. He'll always have a smile or a smirk to offer and maybe some corny jokes to help his partners relax.
He might also talk your ear out about Freddy Fazbear and the Gang, especially Foxy. He started out in Fredbear's Family Diner, probably working as a waiter in a summer job and transferred over to the new Freddy Fazbear's Pizza. He's got quite the memory too, as he will remember slights and people treating his childhood icons with kindness. Overall he's a pretty jovial guy to be around.
Motivations:
PG's motivations in the games remain roughly the same as he did back at the pizzeria: survival. He does well in teams and help others but he's been fighting back for so long, he will put his safety above everyone else's. He's very adept at charming and disarming people with his chatter, but it's mostly to ensure the goals are met and he makes it out alive. That said, he will not betray his comrades if push comes to shove. It comes with the territory of respecting and fearing the animatronics in his old workplace. In fact, his last conversation was him holding the line for Mike's shift. He's been conditioned to accept death as an inevitable result to one mistake and will simply sigh and close his eyes.
As a sidenote: don't let him near bears, marionettes, or music boxes, he will have flashbacks to the Pizzeria and he will freeze up. This should come as no surprise, given the things he had to survive in back at the Pizzeria. He's deeply protective of children, contrary to being the killer as some people claim him to be. Phil rejects the idea of having to murder someone, much less a child (even psychotic ones). It's highly probable he had been searching for the real killer ever since the Missing Children's Incident and the Bite of '87.
Setting:
Panem will be a shock to Phil, as he comes from a relatively intact United States between the nineties, when there was an actual market for Freddy Fazbear's Pizzerias. To see the Districts, and how segregated their functions are will make him feel at a loss of words and disorient him. Though it does feel nice to be out of the Pizzeria and his apartment. He'll take the time to explore the world as much as he can and learn from it, keeping an open mind right up to the Hunger Games.
The Games will in some way, feel familiar to PG…uncomfortably familiar. His idea of agency has been warped into being allowed to leave the Pizzeria at 6 am with no chance or opportunity to escape and talk to anyone about it. He's seen how brutal humans and animatronics can be, having spotted the Purple Man take a child away and cleaning up what was left of the night shift's body (wires and cables do need maintenance).
He'd be shocked at first at direct violence presented to him or at him, but he will try to make the most out of it and adapt. His true weaknesses is, as stated in the Motivations section, children and music boxes. He will react in one of two ways: wind up the box or destroy it, while protecting the child. If the child were to try and harm him, Phil will do his damnedest to incapacitate it before moving on and letting someone else deal with it. Adults are fair game in his book, though he will still feel apprehensive to take a life.

Oh yeah! Sponsors…I'd like to thank any sponsors I had at the time of my defeat. I can assure you, these are my first games and, uh, I'll just have to get better at them. There's only so much I can do after surviving five years as the Night Shift guard at, uh, Freddy's.
Not that there's anything wrong with that establishment, of course! Just saying there was a high employee turnover rate. Anyways, I'll get better next time, if there is a next time.

Philip Gray thought he was done for; his arms had fresh bruises where the gang gripped him. He was supposed to be stuffed into an animatronic suit, better him than Mike. Poor man was going to face the last night alone and he knew Freddy had learned enough to bypass the usual strategies and go in for the kill. Foxy had drained the last of the power, forcing the doors open and leaving him in the dark for Freddy to swoop in for the kill. Didn't even had the decency to give him the full Toreador.
To see an array of weapons, most of these definitely not kid-friendly, he was glad he hadn't spotted any firearms. Lord knows what a child could do unsupervised, if Mangle was proof at that. He tried to be as nonchalant as possible as he greeted the shadowy audience,
"Hello? Hello! Um, I gotta say I'm not in Kansas anymore, heh…or Freddy Fazbear's Pizza. Anyway, I'd like to thank you guys for, um, pulling me out of a very sticky situation, if you ask me. The animatronics, they really didn't mean any harm! Just following their programming, though that puppet... Heh, guess I gotta earn my keep."
To defend himself from the targets was such a novel concept to him, that he almost picked the baton as his weapon. No, he was here to survive again, only this time here the enemies could be killed and he wasn't stuck in one spot, bracing for impact when the Toreador March or Pop Goes the Weasel was heard. No cameras, no masks…just his wits. I'm home…
"C'mon Gray, you can do this," he whispered to himself as he grabbed the machete and wailed on the nearest target. He wasn't strong but so many years evading Freddy and the Fazbear Gang fine-tuned his reflexes and his hearing for any sounds of dangers. Phillip's speed had also improved, he never took a chance when 6 am rolled in. He had to make the most of his days here, and eliminate the competition, or else be stuck to haunt the rotting building all over again with…that thing.

Due to his work at Freddy's for five years and all the horrors that comes along with that, PG's senses have become attuned to any sort of danger, up to a reasonable extent. His speed and endurance are respectable for a human being (he most probably had to haul ass as soon as his shift was over) but it's his resourcefulness and his experience to accept and adapt to danger that puts him in this range.

All Phil has is his Freddy Fazbear's Pizza Security Guard badge, the only thing that helped identify his body when he was stuffed into an animatronic on Mike Schmidt's fourth night on the job. He will fight tooth and nail to keep this token close. As much as he suffered in that pizzeria, Phil genuinely loved the place, and the animatronics that inhabited it. That badge has all four animatronics molded onto it, so it holds a special place in his heart.
